Cooperation in Science

Cooperation in the field of science began in 1995 with the signing of the Agreement between the Government of the Republic of Belarus and the Government of the Socialist Republic of Vietnam on scientific and technical cooperation, under which established the Joint Belarusian-Vietnamese Commission for Scientific and Technological Cooperation.

In the course of the Sixth meeting, which was held in December 2007 there had been summarized the implementation of the Executive Program of Cooperation for 2005 - 2007, identified priority areas for cooperation in the upcoming period, approved the Executive program of cooperation for 2008 - 2010.

In January 2008, in Minsk an agreement on scientific-technical cooperation between the National Academy of Science of the Republic of Belarus and Vietnam Academy of Science and Technology was signed.

In 2008, the Belarusian Republican Foundation for Basic Research in conjunction with the Vietnamese Academy of Science and Technology and Ministry of Science and Technology of Vietnam organized the first competition of the Belarusian-Vietnamese scientific projects in basic research.

In the year 2008-2009 a regular exchange of delegations of scientific organizations of Belarus and Vietnam implemented, the practical results of cooperation in science and technology has arranged. Approved and successfully implemented 16 joint scientific and technological projects in basic research.
Achievements of Belarusian scientists were well represented in the National exposition of Belarus at the International Trade Fair "Vietnam Expo 2009" (Hanoi, 8-11 April 2009). As a result of the negotiations during the Exhibition 8 agreements and protocols of intent for cooperation in research and technology development institutes and companies of Vietnam were signed.

In November-December 2009 in Hanoi, scheduled regular meeting of the Intergovernmental Commission on Scientific and Technological Cooperation.

Cooperation in Education

Cooperation with the Socialist Republic of Vietnam in the field of education is carried out from 1962. During the 1962-2008 over 1120 specialists with higher education, 154 candidates of sciences, 3 doctors of sciences has trained for Vietnam. 155 Vietnamese nationals who have completed technical schools, 1816 - vocational schools in Belarus.

Currently, there are Intergovernmental Agreement in the field of education (since 1998), which provides for an annual exchange of ten students and graduate students at no cost to the state line. Parties actively use this quota.
In the 2007/2008 academic year in higher educational institutions of the Republic of Belarus studied 111 Vietnamese students.

During the official visit the Belarusian Governmental delegation to Vietnam at the summit, headed by the President of the Republic of Belarus Alexander Lukashenko in April 2008, following meetings and negotiations were held:

-                      Rector of the Belarusian National Technical University - the Deputy Chairman of the Committee on Science, Technology and Environment of the National Assembly of the Socialist Republic of Vietnam, the leadership of the Institute of Energy Sciences of the Academy of Science and Technology of Vietnam, the leadership of the Hanoi University of Technology;

-        Rector of the Belarusian State University with the leadership of the Center for Military Science and Technology, Ministry of National Defense, the leadership of the Hanoi State University.

During visit the delegation of the Ministry of Education and scientific circles of the Republic of Belarus in the Socialist Republic of Vietnam to attend the next meeting of the Intergovernmental Belarus-Vietnam commission on trade-economic and scientific cooperation, as well as the National exposition of Belarus in 19 international exhibition "Vietnam Expo 2009" (April 2009), agreements with the leadership of the Ministry of Education and Training of Vietnam, the Rector of Hanoi University of Technology, Hanoi University rector, deputy rector of the Institute of Foreign Trade, Vice-Rector of the Viet Nam Maritime University and other stakeholders were reached:

-                      To increase the number of students to study at universities in both countries and the mutual exchange of experience;

-        The exchange of trainees and graduate students, lecturers and graduate co-host of lectures, seminars, conferences, etc.;

          -     On the mutual direction of scientists to the realization of joint research projects within the research co-operation.

Cooperation in the field of Culture, Sport and Tourism. Regional Cooperation.

In September 2008, the visit in the Republic of Belarus the Minister of Culture, Sport and Tourism of Vietnam Hoang Tuan Anh organized, during which the parties signed an Agreement on Cooperation in the field of sport and tourism, as well as Agreement on the direction in 2009 in Vietnam honored coaches in Belarus for training of Vietnamese teams in various sports and the exchange of tour operators in both countries.

In 2007-2008 Vietnamese, filmmakers have participated in International film festivals “Listapad-2007/2008”. Participation of Vietnamese films at international film festival “Listapad-2009” planned.

Countries establish direct business contacts between the representatives of tourist organizations of Belarus and Vietnam on cooperation in tourism and the exchange of tour operators in both countries.

Arrangements for establishing direct bilateral relations at the regional level in the field of culture, sport and tourism have been achieved during the visit to Vietnam in November 2008, the delegation heads of cities and regions, the business circles of Belarus.

Agreements and cooperation programs between the cities of Minsk and Hanoi, Minsk and Ho Chi Minh City, the cities of Minsk, Grodno and Brest, and the province of Quang Ninh, Grodno and the Danang, Hue and Baranovichi etc. were signed.

In July 2009 at the international festival “Slavyansky Bazaar” in Vitebsk attended Vietnamese national dance and song theater “Green Bamboo”.
