 Born on August, 28th, 1957 in Minsk, Belarus.
 In 1984 he graduated from the Minsk radio engineering institute,
 in 1992 – from the Academy of National Economy at the Council of Ministers of the USSR
 and at the Government of the Russian Federation.
 Languages: Spanish and English.
 Married, 1 son.
